青森市が主催した国際コンペです。
審査員は、世界的にも有名な安藤忠雄とジャン・ヌーベル。
青森の街中に、200戸の集合住宅を基本とした大規模複合施設です。普段の仕事とはあまりの規模の違いに戸惑いながらも、大学の学生達と紆余曲折の末完成しました。
結果のほどはこの際抜きにして、久しぶりに初心に戻れたような気がします。

【 設計主旨 】
■人工地盤
敷地全体を覆う人工地盤によって駐車場を隠し、生活圏を落ち着いた町並みに見せることを目的としている。起伏や高低差のある人工地盤を形成し、均質的になることを避けた。大通 りに向かう東側に店舗やレストランなどの公共的な機能、街区の落ち着いた西側に介護施設や保育所などの福祉的な機能、中央付近は主に居住者と地域住民の交流を促す公園的な機能を納めている。特にショッピングエリアは大通 りと広場を繋ぐスロープに併設することで、居住者と地域住民に利便性が高く賑わいとなるだろう。冬に雪の積もった広場は、子供たちの雪合戦やソリ遊びの格好の場所となる。
■まちづくり
雪国に見られる「こみせ／雪を避けるためのアーケード）」を意識し、雪の降り積もる季節であっても居住者はガラスのスカイウェイやピロティなどを辿りながら、平易に各エリアに向かうことができる。緩やかなスロープや空中廊下が複雑な通 路を形成し、季節によっては高齢者にとって有効な散策路になる。尚、必要に応じ高低差のほとんどない経路を選ぶことも可能にしている。
■コミュニティ
雪に閉ざされる期間は長く、おのずと雪国の生活者は隣人とのコミュニケーションが大切となる。地域住民にも解放されるコミュニティサロンとは別 に、分節された各棟に「いろりばた」と称する集いの空間、「あそびばた」「ひよりばた」と称するフリースペースを内包することで、高齢者たちがコタツを囲んだり、主婦たちが井戸端会議を開いたり、子供たちの冬の遊び場となる。
■住居棟
南北に並列した棟は性質の違う住居を提供している。北の棟は平面的な計画で主に高齢者を対象とし、南の棟はメゾネット形式の立体的な計画で変化をもたせ若い年齢層を対象にしている。各住戸は広いバルコニーを持ち、外壁面 に設置される建具を夏は解放しテラスに、冬は閉じることでサンルームに、季節に合わせた利用ができる様に考えている。共用廊下ではルーバーを用いて雪の侵入を防ぎ外出を容易にしている。深閑とした冬の日は、ルーバーに積もった雪が美しく建物を飾るに違いない。
[ The Purport of the Design ]
_ Artificial Ground
All the ground seen on the site is made artificially. Its intension is to hide the parking garage and create a serene atmosphere in the living area. The vertical intervals and inequalities are deliberately added to the artificial ground to avoid homogeneousness. The east front facing the main street has public function such as shops and restaurants, and the east front has welfare function as nursing and personal care facilities and daycare centres. Around the centre is used for promotion of the interaction between inside and neighbourhood residents and development of the region. Particularly, shopping area is located along the slopes connecting the main street and the park, which would enhance the convenience of inside and neighbourhood residents and vigour of the street. In winter, the Plaza is covered with snow and it would be a perfect place for children to snowball and sleigh.
_ Formation of Street
In consideration of Komise (Arcade to prevent snow), that is seen in snowy countries, residents can access other areas easily by going through glass skyways and pilotis even in the season when snow lies thick on the ground. Since gentle slopes and skyways create complicated paths, it could be a good walking trail for senior citizens according to seasons. In addition, it is possible to choose the paths with little vertical intervals as needed.
_ Community
It is important for residents in snowy countries to communicate neighbours since outing is difficult in snow season. Besides the Community Salon open to neighbourhood residents, each unit has each free space. The spaces are called ﾒIroribata (Small Community Space)ﾓ, ﾒAsobibata (Small Play Space)ﾓ, and ﾒHiyoribata (Small Play Space with top lights)ﾓ, and they are designated for senior citizens to get together around the fireplace with a coverlet, for home makers to have afternoon tea, and for children to play in winter.
_ Residential Unit
The dwelling units juxtaposing north and south offer different natures. The north units are built in so-called Flat type structure, which leaves off the stairs between rooms. Those barrier free units are mainly intended for elderly people. On the other hand, the south units are Maisonette type. They have more diversified structure that makes full use of three dimensions, and are intended for younger people. Every apartment has a wide balcony. With the fixture fit up on the outward wall, the balcony can be used differently with seasons. For example, residents can make it a terrace in summer by opening the fixture or enjoy a sun porch in winter by closing it. The louver on the corridor for common use keep out snow, and makes it easy for residents to go out. In quiet winter days, the snow piled on the louver would decorate the building beautifully.
